01Can foreign nationals buy property in Cyprus?

Yes. Non-EU nationals require permission from the relevant District Administration. Form COMM 145 is submitted together with documents relating to the property and the purchaser; applicable limits are checked before reservation.

02What are the main stages of a property purchase?

The usual process covers defining the brief, selecting a property, legal and technical due diligence, agreeing the sale contract, paying the applicable charges and lodging the documents with the Cyprus Department of Lands and Surveys.

03What additional purchase costs should I expect?

The cost structure depends on whether VAT applies and on the value and structure of the transaction. Stamp duty was abolished for documents and contracts signed on or after 1 January 2026. Registration charges and the fees of lawyers, engineers and other specialists are budgeted separately.

04What should be checked before signing?

Checks cover title ownership, planning and building permits, encumbrances, consistency with approved plans and the status of any separate title deed. The exact scope is tailored to the property.

05What applies to expedited permanent residency by investment?

The route for third-country nationals requires an investment of at least €300,000. For a house or apartment, it must be a first sale from a developer, plus VAT where applicable. A secure annual income of at least €50,000, source of funds, clean criminal record, medical cover and Cyprus accommodation must also be evidenced.

06Does buying property grant Cyprus citizenship?

No. Property ownership does not automatically provide citizenship. Residence eligibility and the inclusion of family members are assessed separately under the immigration rules in force.

07Can the property be rented out?

Often yes, but the permitted model depends on the property type, development rules, licensing and tax position. The intended rental strategy should be checked before purchase.

08Can the purchase be completed remotely?

Some steps can be arranged under a power of attorney, including due diligence and the signing of certain documents. Personal attendance may still be required for banking, identification and immigration formalities.

09How do I choose a location, and how long does the process take?

Limassol supports international business demand, Paphos and resort areas suit leisure and rental strategies, Larnaca combines urban and coastal living, while Nicosia serves permanent living and business needs. Timing depends on document readiness and due diligence.

10How does a first sale differ from a resale for residency purposes?

The house/apartment category accepts only a first sale by a developer worth at least €300,000 plus VAT. A resale may qualify under another programme category, such as qualifying commercial real estate, but not as a new residential unit under category A.

11How is a buyer protected if a separate title deed is pending?

For contracts signed from 12 December 2023, the seller must include a recent search certificate for the property. An independent lawyer should review the contract and its lodging mechanism and verify mortgages, encumbrances, permits and the conditions for eventual title transfer.

12When are transfer fees payable and how do they interact with VAT?

The official transfer-fee scale is 3%, 5% and 8% across value bands. Where VAT is charged on the same transaction, transfer fees are generally not collected; a statutory 50% reduction applies in other qualifying cases. The exact calculation is confirmed for the selected property.

13Which family members can be included in a permanent-residence case?

The permit covers the spouse and children under 18. Unmarried, financially dependent students aged 18–25 may file separate applications subject to the criteria; income increases by €15,000 for a spouse and €10,000 for each dependent child.

14Must I live in Cyprus permanently after approval?

The residence right is of unlimited validity, while an adult’s residence card is issued for 10 years and then replaced. The permit may cease if residence is not established in Cyprus within one year after approval or if the holder is absent from Cyprus for two years.
